EU PROJECT PREPARATION FACILITY 8

PPF8 as a continuation of the project preparation facility instrument, is a project financed by the EU and managed by the Delegation of the European Union to the Republic of Serbia (EUD). It is aimed to provide technical assistance and support to the Serbian Administration in preparation and delivery of effective transport and environment infrastructure investment projects derived from the Single Project Pipeline in line with the EU requirements and Serbian legislation.

The purpose of this project is to strengthen technical and administrative capacity of the Serbian administration in relation to the European Integration process and enhance effective and efficient management and absorption of EU pre-accession funds, with the special emphasis on development and preparation of transport and environment infrastructure projects.

PPF8 delivery of inputs is structured in a twofold manner. Basically, the first principle should lead to new, additional, strategically relevant investments prepared for implementation, while second principle of delivering services should build up and strengthen Serbian institutions capacity to the level which ensures sustainable planning and preparation of the infrastructure investments in general, but primarily in environment and transport sectors.

In that context, PPF8 will perform a range of tasks and produce various outputs in the format of pre-feasibility studies, feasibility studies, financial affordability analysis, option analysis, appraisal of projects; general, conceptual, preliminary and detailed designs, budget and financing plans, tender documents etc.

Louis Berger (France) as a leading Consultant together with GIZ (Germany), MWH (Belgium), Eppco (Republic of Serbia) and Louis Berger doo (Republic of Serbia) as consortium partners, have been appointed for implementation of PPF8 project. The Consortium will execute a tailored support according to the contemporary engineering standards and full respect of the EU requirements and Serbian legislation in the form of:

Providing specific expertise leading to fully prepared project documentation for transport and environment priority infrastructure investment projects derived from the Single Project Pipeline, respecting the needs and requirements of the relevant national authorities (e.g line ministries responsible for transport and environment sectors, Public utility companies and local self-government authorities), and in compliance with the JASPERS guidance’s. Providing technical and advisory assistance will be aimed at preparation of EU (co)funded investment projects in the Serbia’s EU accession context and fulfilling all the preconditions needed for their effective commencement and their timely and efficient implementation.

  3. Providing tailored capacity building programme through on-the-job assistance to the relevant Serbian authorities and formal trainings on the selected issues. The training program will cover specific systemic changes which should be introduced in the Serbian system of preparation and managing of infrastructure investments, as well as operational level improvements which should be embedded in the Serbian daily practice activities.
